The Fruita City Council on Dec. 16 adopted Resolution 20‑25‑49, a supplemental appropriation to the 2025 budget that covers four items across funds including general, marketing/promotion, housing authority and capital projects. The motion passed on a 6‑0 roll call.
Management analyst Katie told the council the first appropriation moves $5,500 into the Heart of Fruita program for artist mini‑grants. The council also approved an upfront, 10‑year special‑events payment of $25,000 to the new owners of the TransRockies USA gravel‑bike event to keep the race in Fruita. "For each year that they host the event ... a portion of that is forgiven," staff said, explaining liquidated‑damages protections if the event leaves early and clarifying the upfront payment is intended to save future annual costs.
The third appropriation supports Prop 123 grant activity for land acquisition related to the Fruit Commons property. The fourth item corrects a packet typo and appropriates $113,800 (to be split equally from ARPA funds and a DOLA energy grant) to complete the town's broadband project.
Councilors asked procedural questions about how the one‑time $25,000 payment will be accounted for over 10 years; staff said the payment replaces the recurring annual $2,500 contribution and includes protections to recover funds if the event ends early. The council approved the supplemental appropriation with unanimous support and directed staff to continue contract oversight and reporting as required.
