The City of Riverside Planning Commission voted to approve a site plan for a 790‑square‑foot drive‑through coffee shop, 7 Brew, at 4211 Linden Avenue (PC case PC25007), the commission chair announced following a roll‑call vote.
Planner Naya Holt presented the staff report, saying the property is “about just under a half an acre” and that the existing restaurant would be demolished “for a drive through coffee business, known as 7 Brew.” Holt told commissioners the proposal includes two drive‑through lanes, one entrance and one exit, additional landscaping at the frontage and use of a fence in lieu of a required buffer, and that the plan meets applicable UDO requirements pending standard conditions (building and demolition permits, and any site changes requiring additional review).
Applicant Jonathan Wilker, representing Casto Development, said the developer has a contract to purchase the property and “we have no objections to the staff’s recommendations.” Wilker described operational details intended to keep turnover high, including employees who can take orders from vehicles via tablet, and said the team has coordinated with the RTA regarding the existing bus stop fronting the site.
Commissioners questioned traffic stacking and circulation. The applicant and staff said an engineer had reviewed peak‑time stacking and that the site would accommodate “somewhere between 20 and 25” vehicles staging on the property depending on spacing; commissioners raised the possibility of spillover onto Linden Avenue, comparing the proposal to a busier Beavercreek location.
After closing the public hearing, Commissioner Vasquez moved to approve the site plan with the conditions listed in the staff report citing consistency with the comprehensive plan and testimony at the hearing; Commissioner Owens seconded. A roll call recorded affirmative votes and the motion carried.
Next steps: staff instructed the applicant to coordinate with Planner Holt on final permit submittals and any plan revisions required before construction.
