Jamie Faust (ISG) presented the credit union’s proposal for drive‑through service windows at the Marketplace at Cedar. Staff said the site is in the M‑2 mixed‑use Cedar Corridor District; the plan shows three drive‑through lanes, an internal circulation lane, and a trash enclosure sited to be visually hidden by grading and retaining walls. Staff also presented a revised landscape plan that added overstory trees and plantings around a transformer; the city forester reviewed and approved the species and locations.
Staff said that, unlike convenience restaurants, banking facilities do not have a minimum stacking distance, and that the proposed layout provides sufficient space for queued vehicles and a bypass lane around the building. Commissioners asked about future access and public streets within the development; staff said Glenshaw Avenue will serve internal access and that a traffic signal is planned at Glacier and 170th Street in 2027 (timing not finalized).
Staff recommended approval with four stipulations and findings of fact; one stipulation was noted as already satisfied. The commission voted unanimously to recommend City Council approval. The item will be considered by City Council on Jan. 5, 2026.
