Staff (Ms. Boddern) said the proposal complies with setback, material‑percentage and open‑space requirements and falls under the 68‑space parking maximum with 67 spaces proposed. Building materials meet the city standard (68% grade‑A materials where 65% is the minimum) and the drive‑through stacking meets minimum length requirements. Staff recommended approval with 11 stipulations and the findings of fact.
Commissioners complimented elements of the site design, including angled parking and landscaping choices. A motion to recommend City Council approval passed unanimously; the item will be scheduled for the Jan. 5 City Council meeting for final action.
