Commission approves KCI contract amendment to incorporate new state statute language, easement duties

Dunedin approved a no-cost amendment to its KCI Communications Infrastructure agreement for Skinner Boulevard undergrounding to add newly adopted state statute language about substantial completion and to shift temporary construction-easement duties to the city; staff said Duke Energy coordination and easement acquisition will drive the March 2026 schedule.
The City Commission unanimously approved Dec. 18 a first written amendment to the KCI Communications Infrastructure agreement (bid 25-2515) to add newly adopted state statute language on substantial completion and to adjust responsibilities for temporary construction easements.
Clayton Watkins, Utilities & Engineering, told the commission the project was bid in spring 2025 and awarded in August; state law changes effective July 1 required contract language updates. He said the city must obtain 14 temporary easements (six already obtained) and coordinate with Duke Energy and businesses to schedule brief power outages during contractor switchover work. Staff expects Duke to finish primary undergrounding work by March and for the contractor to mobilize afterward.
Commissioners asked about business disruption and road closures; staff characterized disruptions as minor and said outage timing will be coordinated with businesses to minimize impacts. The amendment was approved unanimously.
