Commission recommends approval to consolidate two Lake Marion lots into single parcel

The Lakeville Planning Commission voted Dec. 18 to recommend that City Council approve a preliminary and final plat consolidating two century‑old platted parcels on the south side of 199th Street into one roughly 0.43‑acre lot, reducing existing nonconformities though the result remains below Shoreland Overlay minimums.
Tyler Petraw, the property owner, told the commission he purchased the shorefront parcels about a year ago and asked to combine two historically separate plats into a single lot to simplify future development. “One of the two plats is very small. It’s around 0.17 acres, and the other is roughly 0.3 acres,” Petraw said.
City planning staff described the proposal as a consolidation that would lessen, though not eliminate, existing nonconformities. City staff (Ms. Boddern) reported that the combined lot would be about 0.43 acres (approximately 18,725 square feet), short of the Shoreland Overlay District’s 20,000‑square‑foot minimum, but that because both parcels are legal nonconforming lots of record the consolidation does not require variances. “We are just kind of making the nonconformities less of a nonconformity,” Boddern said.
Staff also said the request had been sent to the Department of Natural Resources because it is a plat application and that the DNR responded in support. No members of the public spoke during the hearing.
Commissioner Sweeny said the consolidation makes “a ton of sense” given the age of platted lots around the lake and that the change helps owners use their property more effectively. After discussion the commission moved to recommend City Council approval of the preliminary and final plat subject to the two stipulations listed in the planning memo dated Dec. 10, 2025. The motion passed unanimously.
The recommendation will now be considered by the City Council at its Jan. 5 meeting; any grading or building plans will be reviewed during the permit stage if the council approves the plat.
