Cheyenne City Council on Monday adopted a substitute resolution that repeals a prior 2025 resolution (No. 6,479) governing the disposition of the historic Cheyenne auxiliary pumping station at 1504 Dylan Avenue, removing a previously set January 14 demolition deadline and reopening the property for possible sale, lease or redevelopment.
Councilmember Seagrave introduced the substitute (dated 12/22/2025), explaining the change would repeal Resolution No. 6,479, eliminate the demolition deadline and return the matter to “square one,” giving the city flexibility to work with stakeholders and pursue redevelopment or adaptive‑reuse options. Seagrave said the substitute would make previous proposed substitutes moot and allow the council and staff to prepare clearer language for a future sale or agreement.
Multiple speakers from the public and council expressed support for preserving the building and for the additional time. Doctor Aldridge, who said she originated the initial resolution and later supported an amendment to add urgency, said she would support the substitute so the city can continue efforts to save and reuse the building. Audience members, including Milward Simpson (who identified himself as a board chair), told the council they expected the extra time would allow stakeholders to deliberate and propose solutions.
Councilmember Layborn urged the council to consider the pump house in the context of surrounding recreational and wetland areas and said the substitute preserves the building while enabling a broader site redevelopment conversation.
The council adopted the substitute and then adopted the main motion as amended by voice vote. No demolition deadline remains in place as a result of the adopted substitute; councilmembers said they expect to continue working with stakeholders and interested parties on possible sale or reuse.
