The presenter said open claims rose from about 745 to 877 year‑over‑year and that 88% of claims over a ten‑year span are in the $0–$7,500 range. He told the board that a handful of very large awards or settlements—one large claim and several multi‑million‑dollar matters—explain much of the volatility in total paid amounts. He cited ongoing cases tied to Assembly Bill 218 (AB218) alleging historic abuse of minors as a notable driver of recent new assignments.
The consultant discussed attorney fees, the use of defense firms on the county panel (naming Porter Scott and Rivera Hubert Paul as firms handling many AB218 cases), and new assignments that represent a high number in recent years. During Q&A, supervisors asked for comparative reporting that shows potential liability versus incurred cost and for post‑AB218 trend analysis; staff said they could prepare further reports and data for board use.
Supervisor questions highlighted interest in separating incurred amounts from reserves and tracking how AB218 has affected exposure. The presenter emphasized that while many claims are small, a minority of large claims account for most dollars paid and that some AB218 matters are moving toward settlement or trial in the coming year.
