Riverbank council adopts FY 2024–25 AB 1600 system development fee report

Riverbank City Council on Dec. 9 accepted the fiscal year 2024–25 report required by California Government Code section 66001 (commonly referred to as AB 1600), which details system development fee activity.
Staff presented the report outlining fee descriptions, beginning and ending fund balances, fees collected and interest earned, and identification of public improvements funded by the fees. The presentation listed fund balances for transportation, water, wastewater, storm drainage, parks and general government and noted a recent land purchase for Well Number 13 that came in under budget.
Staff said the city last updated its fee schedule in 2015 and has issued an RFP to revisit system development fees and potential new categories such as an infill development fee and VMT/TOD fee. After opening the public hearing and receiving no public testimony on the matter, council made a motion to accept the AB 1600 report and approved the resolution by a unanimous roll call vote, 5–0.
The action accepts the report into the public record per state law; staff will return with any changes after completion of the fee‑study process.
