Riverbank council votes to reissue pest‑control RFP after only one bid

Michael, the city’s parks and recreation director, told council the RFP for pest control at 14 city facilities received zero proposals by the posted deadline; only one company attended the pre‑bid meeting. That vendor, Dewey Pest Control, later submitted a proposal for $10,590 per year after staff clarified that prevailing wage was not required for these services.
Michael said staff contacted the other companies and learned the prevailing‑wage requirement discouraged bidders. He said the city attorney advised prevailing wage was not required for the scope of work and that staff could either contract with the single proposer or reissue the RFP without the prevailing‑wage condition to try to attract more bids.
Council members debated procurement best practices and operational continuity. One council member argued that reissuing the RFP would likely produce additional bids, while another said contracting promptly would avoid a lapse in building maintenance. Randy Richardson and other public speakers urged the council to seek multiple estimates to ensure competitive pricing.
By roll call the council approved option 2 — revise and reissue the RFP without the prevailing‑wage requirement — on a 4–1 vote, leaving open the possibility of interim services to cover any gap. The vote record was: Council member Uribe Yes; Council member Primo Yes; Council member Call No; Vice Mayor Fosse Yes; Mayor Hernandez Yes.
