At the Nov. 7 meeting the California Board of Psychology received a series of operational reports covering enforcement, budget, licensing and examinations.
Enforcement: Daniel Phillips, newly appointed enforcement program manager (effective Nov. 1), said the board had received 355 complaints since July 1, 2025. The board has issued two enforcement citations in that period and referred 11 cases to the Attorney General for formal discipline. Enforcement staff reported they are monitoring 20 active probationers and that 10 probations are tolling; the unit currently has staffing shortages with two staff on leave and two vacancies.
Budget: Staff reported the new fiscal year began July 1, 2025. The board projects total revenue of approximately $9,300,000 for the year and has collected about $1,760,000 as of the September reporting period. Budgeted expenditures total $7,940,000 with a projected spend of roughly $7,890,000, leaving an estimated positive balance of about $46,000.
Licensing and renewals: Licensing staff reported 23,694 licensed psychologists as of Oct. 10, 2025, including 21,010 active psychologists and 1,836 inactive; registered psychological associates and other registrants were also tabulated. Staff described measures to manage application surges by reallocating resources to maintain processing timelines.
Examinations and CPD audits: Examination statistics (Jan–Sep 2025) show an overall EPPP pass rate of about 38% and a first‑time candidate pass rate near 59%. The law and ethics exam pass rate is approximately 76% overall. Continuing professional development renewals are predominantly online (about 93%); the CPD audit pass rate reported for audited submissions was 74% (1% failed), with 2% of renewals selected for audit monthly.
Board members asked clarifying questions on staffing, the ability to grant extensions for probation monitor deadlines and which CE providers are accepted for audit purposes; staff confirmed accepted CE providers by type and said guidance is available on the board website.
