Advisory board to seek options for rural GRAMA grant: allocate childcare funds now and encumber remaining chamber funds

At the end of the workshop the advisory board reviewed status and options for a rural county GRAMA grant the county applied for.
Randy Martin reported the county had applied and received notification of a compliance issue tied to the chamber's organizational readiness after its executive director resigned. Randy and other board members said the board has options: accept the grant and encumber part of the funds, extend timelines, change deliverables, or withdraw portions of the application.
The board recommended taking the grant check and immediately delivering the childcare-designated portion to Moab Community Child Care so those activities and deliverables can proceed. For the chamber's portion, the group proposed encumbering those funds until the chamber has a new executive director and meets a clear, written threshold for deliverables and timing. Ben Alter and staff said they would draft specific language and metrics to present to the grant administrator, James Dixon.
No formal motion or vote was recorded in the workshop; members described the plan as a staff action to be clarified with the grantor. Ben and staff said they would prepare written conditions that define when the encumbered funds would be released and will update the board after consultation with the grant administrator.
The board adjourned after confirming those next steps.
