Committee to send certified vote and enrollment to MSBA to begin feasibility study

Superintendent (unnamed) told the committee the district must send MSBA a certified copy of the town vote that approved funding and a certified enrollment projection that MSBA will provide. "The town voted to approve those funds. So now we have to send, the certified version of that vote from the town clerk's office," the superintendent said, adding that the town clerk expected to provide the certification early next week.
The superintendent said MSBA will issue a certified enrollment number that will be used "to design" the project and that the committee will need to verify and return it before the district’s MSBA eligibility period ends. The chair and the superintendent both noted the eligibility period ends on Dec. 26; the superintendent said he hopes the invitation and related work will not fall on that date.
Committee members pressed for clarity on the projected enrollment figures shown in the packet. The superintendent explained MSBA produced both district‑level and Yarmouth‑only projections and emphasized that MSBA projections focus on kindergarten through third grade (MSBA does not include preschool in its projections). A committee member flagged a change in the model’s birth‑to‑kindergarten survival rate—from 0.81 to 0.85—and said that roughly four percentage points account for much of the projection shift.
The committee also asked who signs the feasibility study agreement. The superintendent said the signatories to the feasibility agreement are the school committee, the superintendent and MSBA.
Next steps the committee outlined include obtaining the town clerk’s certified vote, receiving the MSBA certified enrollment projection, and, once invited by MSBA, executing a feasibility study agreement and later returning to the committee for involvement in OPM and designer selection and scope definition.
The meeting closed with committee members emphasizing careful scheduling and staff capacity; the superintendent cautioned against launching substantial feasibility‑study work before MSBA’s invitation provides the formal framework.
