The Riverbank City Council considered and approved a tentative memorandum of understanding (MOU) between the City of Riverbank and the Riverbank Miscellaneous Employees Bargaining Unit covering the contract period through June 30, 2027.
Assistant City Manager Tammy Alcantor presented key terms: an initial cost‑of‑living adjustment of 4 percent, an additional 3 percent effective July 2026, adjusted comp‑time cash‑out limits, vacation cash‑out rules (maximum 30 hours once per fiscal year with qualifying criteria), increased tuition reimbursement (from $1,500 to $2,500), and added certification pay for specific credentials. Alcantor said changes were made to align pay period language with current practice and to incorporate state law updates on sick and bereavement leave.
Alcantor told council the fiscal impact for year one based on an Oct. 3 effective date was $204,161. The union requested retroactive application to Sept. 19 because of a clerical error in earlier draft materials and sought an accommodation for vacation cash‑out in the first year; council directed staff to apply the Sept. 19 effective date and removed the requested first‑year vacation cash‑out accommodation. The motion to move the effective date to Sept. 19 and to remove the vacation cash‑out for the first year passed 5–0.
Council directed staff to finalize the MOU language and return final documents to the city files; direction was also given during closed session related to labor negotiations.
