Riverbank staff outlines progress on 2025–2030 strategic plan; communications RFP posted

City staff presented the city’s first quarterly progress report on its 2025–2030 strategic plan on Oct. 28, detailing objectives and near‑term actions across facilities, staffing, communications, public safety and economic development.
The presentation said staff is pursuing design quotes for a new City Hall at the City Hall North site and evaluating an alternate Del Rio site; the public works corporation yard master plan is being developed to add office space and accommodate in‑house engineering staff. Staff noted quotes have been received for a lift or elevator to enable second‑story office use and that HVAC cost estimates are pending.
On staffing and communications, the city is pursuing a classification and compensation study that will include a public information officer position and a deputy city clerk; the communications request for proposals was issued (posted online) and responses are due Dec. 11. Staff also said the city is establishing strategic partnerships to support downtown revitalization and economic development and is updating a nexus fee study to evaluate incentives for infill development.
Other items noted in the update included ongoing coordination on North County corridor closures with public safety partners, meetings with Stanislaus Equity Partners and trades for attainable housing opportunities, the establishment of a youth council in September, and a reserve policy adopted by resolution that sets a 13%–15% general fund target.
Staff said updates to the strategic‑plan materials will be posted on the city website under the strategic plan link.
Next steps: staff will post the communications RFP results and continue work on the corporation yard master plan and nexus‑fee study; several initiatives were flagged for future return to council for decisions or funding.
