The Planning Commission reviewed a conditional‑use and sign permit application for a new police station at 1971 Columbia Boulevard. Staff and the applicant team (Mackenzie) presented site and building plans that move a civic use into the Holton Business District, add a public plaza at the Columbia Boulevard frontage, and locate a secure L‑shaped parking and “outdoor storage” area behind the building protected by an 8‑foot fence.
Staff noted the site has been used in several ways historically and that the current submittal increases landscaping and streetscape quality by pulling parking off the right‑of‑way and providing wider sidewalks and trees where utilities allow. Engineering flagged a required adjustment to driveway spacing along Cowlitz/18th Street and suggested the applicant recess or shift one driveway approach to meet spacing standards; staff proposed that those engineering comments be addressed as conditions of approval.
Applicant representatives from Mackenzie described the building as roughly 11,300 square feet of steel and load‑bearing masonry, with materials and security features designed for long‑term use. The team highlighted a public plaza, basalt columns as vehicle deterrents and visual features, secure gated access for patrol and staff vehicles, and an intention to keep most vehicle parking within the secure area.
Commissioners discussed perimeter security and the requested 8‑foot fence height. The applicant said the taller fence is customary for police stations to increase security and to protect officer privacy and operations; one commissioner asked for empirical justification, while others noted the fence would be softened with plantings and that chain‑link slats and architectural elements can mitigate visual impacts along the sidewalk.
Because engineering comments arrived late in the packet, the applicant requested additional time to address them. The commission agreed to postpone a final action to the next meeting to allow the applicant to revise plans to address engineering spacing (move or recess the driveway), confirm tree species for frontage planting where overhead utilities allow, and finalize other engineering items. The hearing record was closed and the item continued for a final decision at a subsequent meeting.
