LA County Waterworks District 29 officials on Wednesday outlined a proposed five‑year rate plan that staff said is needed to pay for aging infrastructure, regulatory compliance and planned capital projects.
"The last time we had a general rate increase was actually in 2012," Carolina Fernette, assistant deputy director with Los Angeles County Public Works, told the Topanga community. She said the district’s capital plan calls for roughly $190 million in investment over the next five years, to be funded with a mix of rate revenue, debt and grants.
