St. Helens council approves slate of contracts, schedule and appointments; consent agenda passes

The City of St. Helens City Council on Dec. 17 approved a series of routine but consequential actions, including a resolution setting the city's 2026 meeting and holiday schedule and multiple contract amendments covering wastewater work, riverfront financing, event management and a property sale.
The council voted to adopt Resolution No. 2063 establishing the 2026 city, council, boards and commissions meeting schedule and holiday closures. The council then approved Amendment No. 1 to a Consort North America Inc. contract for wastewater capacity improvements to sanitary sewer mains and basins 4, 5 and 6, and approved Amendment No. 3 to an interim financing contract with the Oregon Business Development Department for the Riverfront Redevelopment Project.
Councilors also authorized an agreement with Advantage JC Excavating LLC for cleanup services on properties declared nuisances, and approved an agreement with Oregon Patrol Service for bailiff services. The council removed one agenda item from consideration and approved an extension agreement with the St. Helens School District for mutual use of facilities.
The body approved a contingent fee agreement tied to an AFF nationwide class-action settlement and voted to extend the independent contract with Treadway Events and Entertainment LLC for production and management of community events, including Community Day. Councilors approved Amendment No. 3 to the purchase-and-sale agreement for the property at 1300 Castor Road with Arcadia Holdings, LLC.
The council reappointed Scott Jacobson to the Parks and Trails Commission and approved the consent agenda, which included council minutes from Dec. 3, 2025, a new job description for public works operations manager, and the accounts payable bill list. Library board minutes from Nov. 10, 2025, were also approved as part of the consent process.
In the work-session portion, councilors moved to deny a request for a utility leak adjustment for 135 North 7th Street because the request arrived more than 45 days after the billing date, which the staff said violates the city's utility billing administrative policy.
Most items were moved, seconded and approved with unanimous or near-unanimous voice votes recorded in the meeting. Where individual vote tallies were recorded in the public remarks, council members were recorded voting 'aye.' The meeting closed with member reports and holiday remarks.
The council’s next regular session will follow the schedule set by Resolution 2063.
