Council members expressed concern about the compressed timeline and the need for complete information; one member suggested an emergency Zoom meeting as a contingency if deliberations require more time.
Council approved a motion to adopt the calendar with the exception that the budget public hearing and adoption would occur on Nov. 24. Staff said the draft budget would be prepared to allow review beginning Oct. 20 and that the city administrator expected to have materials available earlier to permit council questions and clarifications before the Nov. 24 hearing.
