Summary
The Commission on the Arts and Humanities voted to update its bylaws to formally incorporate a Community Advisory Committee and add language on equality, cultural awareness and universal access to Sections 5, 6 and 8. The motion passed by roll call at the Dec. 15 meeting.
The District of Columbia Commission on the Arts and Humanities voted Dec. 15 to amend its bylaws to fully incorporate a Community Advisory Committee and to add language ensuring equality, cultural awareness and universal access in Sections 5, 6 and 8.
The governance committee presented the changes during the meeting, citing committee work on conflict-of-interest rules, quorum and voting requirements and committee procedures. The chair, Reggie Henley, called a roll-call vote after committee discussion. Multiple commissioners recorded "Aye" and Henley announced that the motion passed.
Commission governance members said the bylaw updates are intended to clarify committee responsibilities and to make the advisory committee a permanent part of the Commission’s structure. Governance committee members also reviewed annual disclosure and ethics training responsibilities for commissioners as part of the update.
No amendments to the motion were recorded on the floor and staff did not identify any statutory barriers to the changes during the meeting. The vote completes the procedural step of updating the Commission’s internal bylaws; implementation steps and any changes to committee charters were not specified at the meeting.
The Commission said the governance committee will continue work on committee procedures and will circulate implementation details to commissioners following the meeting. The next regular meeting is scheduled for Jan. 26, 2026.
