County to facilitate sale and redevelopment of Scott Springs resort assets

Umatilla County commissioners approved a staff proposal for the county to act as facilitator in the sale and redevelopment of the Scott Springs resort area.
Staff said the Forest Service approached the county with a scenario in which the county would assume ownership of resort assets (equipment, buildings) but not the real property, then issue a request for proposals to developers who would redevelop the site. After developer selection, the county would negotiate with the Park Service (Forest Service) regarding the real property.
Commissioners discussed the condition of facilities, remaining equipment and economic development potential. The board voted to move forward with facilitation and issuing any necessary requests for proposals; the action was approved by voice vote.
Implementation will require cataloguing assets, negotiating terms with federal land managers, and preparing an RFP for developers.
