Umatilla County approves EagleView aerial imagery contract for assessment work

The Umatilla County Board on Dec. 17 authorized contracting with EagleView to provide aerial imagery and photogrammetry services to the county’s Assessment & Taxation and GIS functions.
Rachel Wells, director of Assessment & Taxation and GIS, told commissioners the county solicited quotes from EagleView and Nearmap and that EagleView offered a lower cost and more features relevant to county needs. Wells said the work will support desktop appraisals (IWA‑approved), improve field crew safety by reducing winter driving, and provide products useful to planning, code enforcement and emergency management.
Wells presented the proposed contract as "not to exceed $119,500 a year for 6 years" and noted the county is coordinating imagery with other departments. Commissioners described benefits for permit review and disaster response and moved, seconded and approved the contract authorization by voice vote.
Next steps include finalizing the contract and scheduling imagery capture and delivery with the vendor and coordinating use with planning and road‑related permitting processes.
