Chief Deputy District Attorney Jacqueline Jenkins asked the board to authorize payment for food, speakers and venue costs and presented a projected range of $50,000 to $80,000, noting uncertainty in speaker fees and food costs. Jenkins described the conference format — separate tracks for law enforcement and prosecutors and a new track C for non‑prosecutor participants such as DHS workers, teachers and forensic interviewers — and emphasized the program’s focus on victim stories and keynote sessions that address officer wellness.
Jenkins named two planned keynote presenters (Kevin Mulcahy and a speaker she identified as Sasha) and said the conference has attracted speakers from outside the region in prior years. She said the DA’s office is working to secure speakers and noted the office will manage contracting once funding authorization is granted.
Commissioners asked clarifying questions about attendance, continuing legal education credits for prosecutors and logistics; the board moved, seconded and approved the funding authorization by voice vote.
The DA said the conference aims to bring high‑quality training to Eastern Oregon and to build connections among law enforcement, prosecutors and multidisciplinary partners.
