Council accepts finance committee insurance recommendation and moves to enact coverage by emergency resolution; waste fee increase recommended for 2026

The Village of Mariemont’s finance committee recommended acceptance of a proposed 2025 risk‑management insurance premium and council moved to adopt the renewal under an emergency clause so coverage can take effect by Aug. 26, 2025.

Rob Bartlett summarized the committee’s review (meeting 07/29/2025) of the Hyland insurance proposal: the 2024 premium was $43,115; the proposed 2025 premium is $47,308, a 9.7% increase. Committee members said the base rate rose by about 4% while replacement values for village property and equipment increased by roughly $831,303, which explained most of the premium jump. Carrie Novosol of Ohio Plan told the committee there may be opportunities to lower cyber coverage costs while improving coverage; she will explore options and report back.

The finance committee voted unanimously to recommend accepting the new premium and asked council to adopt it via emergency resolution so the coverage is in effect on 08/26/2025. Council suspended rules, conducted second and third readings, and voted to adopt the insurance renewal and declare emergency so the policy change can be implemented.

On a separate motion, the finance committee recommended increasing the resident waste and recycling fee by 4% in 2026 to align charges with the Rumpke contract increase; that recommendation would require ordinance updates before October for billing implementation in December 2025 (so the village receives the revenue in January 2026).

What happens next: Carrie Novosol will return with options to adjust cyber coverage and the village will consider appraisal quotes for furniture and fixtures; council asked staff to prepare any necessary legislation to effect the waste fee change if members agree at future meetings.
