Mariemont council trims capital list, taps general fund after fire-bay roof leak

Council members at a special session on Nov. 24 reviewed the Village’s proposed 2026 permanent improvement (capital) budget and approved a package of short-term changes after an urgent roof problem at the municipal fire bay.
Kelly, who presented the 2026 capital-spending request, said staff applied anticipated 2025 carryover, estimated revenues and open purchase orders to create the plan and emphasized the need to preserve a cash cushion. She told the council the bottom-line question was "what changes do we make to that to get that balance up where I'm comfortable with it?" (Kelly, staff presentation.)
During the meeting, a staff inspection following heavy rains found substantial leaks in the fire-bay roof. An outside contractor who examined the roof said it appeared to be roughly 30 years old and likely not repairable; preliminary figures discussed by council ranged from about $30,000 to $50,000 to replace the flat roof over the bay.
Councillors debated options: reduce Mariemont’s local match on the Columbia Connector project, pause lower-priority items from the permanent-improvement list, or move funds from the general fund. Several members stressed the risk of delaying work that could cause irreversible damage to historic assets, such as the Dale Park statuary; others emphasized maintaining the $200,000 carryover to protect cash flow in the first months of the fiscal year.
By consensus and then a formal motion, the council voted to: place the lap-pool replacement study ($20,000) and the Dale Park statuary-cover project ($50,000) on hold; reduce the Columbia Connector local match line from $125,000 to $100,000; and fund immediate roof work from the general fund rather than the permanent-improvement fund. Council instructed staff to record the paused items as "revisit" items in the minutes and to seek any required reappropriations if worst-case costs materialize.
The motion carried in a recorded roll call with all members voting Aye. Council members said they expect staff to return with any tightened cost estimates and with updated appropriation language should the final Columbia Connector share or roof estimate change.
The council’s adjustments preserve the village’s target carryover while allowing immediate action on an infrastructure need that officials described as time-sensitive. The council also noted some line items remain estimates and that final bids will determine exact appropriations.
