The Harrison Planning Commission voted Oct. 14 to approve a zoning and use permit for a sports bar and restaurant development at 236 Harrison Avenue that includes an outdoor volleyball court and a rooftop bar across three adjoining properties (236 Harrison, 111 S. Sycamore and 105 S. Sycamore).
Joette, Building and Zoning staff, told the commission the project will renovate the front building for dining and office space, demolish the garage to create an internal volleyball court surrounded by stone walls and netting, and rebuild another structure to house a bar, kitchen, restrooms and a rooftop bar. The staff report noted no outdoor lighting or landscape plans were submitted and recommended the standard conditions used for downtown redevelopment district approvals.
Applicant David Huseman was present and described the court as internal to the site, with a wall and netting intended to keep balls from entering the street. Commissioners and participants asked about the height of the wall, whether the netting would be removed daily, and the potential for noise from a rooftop bar. Joette said the entertainment district allowed up to 14 liquor permits and that, "I believe there are 5 left," meaning additional permits remain available under the district cap. She said building permits and noise restrictions would be reviewed and enforced during the permitting process.
A commissioner moved to approve the permit with the conditions listed in the staff report; the motion was seconded and approved by voice vote. The commission’s approval is subject to the department’s conditions, and any structural or exterior changes will require separate building and zoning review.
The commission’s approval allows the applicant to proceed with renovation and demolition plans subject to required building permits, future signage and landscaping submissions, and compliance with noise and liquor-permit rules in the downtown redevelopment district.
