Mount Healthy board approves financial measures, appoints interim treasurer

The Mount Healthy Board of Education on Oct. 13 approved a series of financial and personnel actions meant to keep the district’s recovery plan on track. The board unanimously approved the monthly financial reports and a $668,025 transfer from the general fund to the bond retirement fund to cover FY2026 debt payments on the district’s 2020 certificate of participation for the Early Learning Center.
Treasurer staff presented a refreshed monthly monitoring workbook tying actuals to the district’s Financial Recovery Plan and reported a September fund balance used for bank reconciliation of $10,748,249.44. “We ended with a fund balance at the September of $10,748,249.44,” the finance presenter stated while walking trustees through the new subtotal-by-fund cash summary.
After an executive session, the board amended the agenda and voted to appoint Kristin Yancey as interim treasurer at her current rate of pay. Board members publicly thanked outgoing interim treasurer Jake for his work shepherding the district through the financial recovery process; trustees also noted that Yancey recently obtained her Ohio treasurer’s license and had been assisting in the treasurer’s office.
The board approved multiple routine motions by roll call including contracts, purchase orders over $5,000, then-and-now purchase orders to clear past billing issues, classified personnel changes, contract transfers, supplemental positions and staffing for the 21st Century after-school program. Motions were generally moved and seconded from the dais and carried on recorded votes.
The board also authorized the administration to begin the process of selling, auctioning or otherwise disposing of 17 buses from the 2010 model year that have reached their repair-value limit. Administration estimated those buses each had roughly 95,000–120,000 miles and an estimated return of about $4,000 apiece; the board approved pursuing auction first, with scrapping as a secondary option if auction results are unsatisfactory.
