Board adopts fiscal policy revisions, approves FY26 appropriations and budget process

The Mount Healthy City School District Board on Sept. 15 approved a fiscal policy review prepared with Neola and adopted FY26 appropriations that align with the recently approved financial recovery workbook.
Kristen Yancey presented the review and identified three policies recommended for revision in light of the district's fiscal emergency: purchasing and bidding (policy 6320), federal grant purchasing (6325) and travel and reimbursement (6550). Yancey said the packet includes a chart and an addendum showing new active policies and the retired versions.
Board action: The board moved, seconded and voted unanimously to approve the fiscal policy review. The treasurer explained the FY26 general fund appropriations total of approximately $43,057,560, saying those figures back to the amended certificate required by the county and match the FRP workbook and forecast. The board also approved the FY26 fall five-year forecast and the district's new budget process, which includes zero-based worksheets for principals and the treasurer/superintendent dual-approval workflow.
SC View and controls: Superintendent and finance staff said SC View (financial workflow software) will go live after training, and described steps in the requisition-to-purchase-order workflow that will require account-owner approval, superintendent sign-off and treasurer conversion to purchase orders.
Preschool tuition: The board approved charging $200 per month for the Mount Healthy Preschool Program; staff said the program is now approved as publicly funded childcare and families who qualify can have tuition paid through Job and Family Services (JFS), with the workbook projecting about $64,000 in annual revenue if typical students participate.
What's next: Staff said monthly reports and the SC View rollout will provide transparency for account owners and help track requisitions and variances.
