Most items were handled without extended debate; the presiding officer read each ordinance by title, council members moved to suspend second and third readings, adopted the emergency clause, and then adopted the ordinance. Where a specific roll-call 'No' vote was recorded during a procedural suspension earlier in the meeting, the relevant ordinance was nonetheless adopted by the council majority and declared an emergency.
