Evendale reports most 21 CP recommendations implemented after Feb. 7 demonstration

Council member Smiley Robertson read a public summary of an independent "21 CP" after-action review into the Feb. 7 demonstration near Lincoln Heights and Evendale, saying the report documents methodology, findings and recommendations and that the full report is available online and via a press conference.
The report, Robertson said, reviewed body-worn camera footage, third-party social media video and audio, Evendale Police Department and Hamilton County incident reports, permitting processes and interviews with Evendale command staff, school district superintendents and outside law enforcement. Robertson urged residents to "read the entire report" rather than only recommendations to understand the context of the review.
Chief Freight, who described the village's internal after-action review as overlapping with 21 CP, said Evendale implemented policy changes and training based on both reviews. "As you mentioned, 5 out of 6, we have, 100%, completion rate on those," he said, referring to the six recommendations that applied specifically to the Evendale Police Department. He added that one remaining recommendation concerns multi-jurisdictional training and that the village plans mutual-aid exercises in the coming months.
The chief and council emphasized transparency: Robertson said the village will create a digital dashboard to allow the public to track implementation of 21 CP recommendations. The report team, Robertson and the chief described the review as exhaustive and said it did not attempt to identify mass demonstrators nor adjudicate individual officer misconduct; Evendale's internal after-action review assessed whether officer actions were "reasonable and prudent" under the totality of circumstances.
Council members praised the reviews and urged ongoing community engagement rather than treating the reports as a closed chapter. One council member noted that 39 officers from 16 departments responded to the incident, highlighting the multi-agency nature of the response and the need for coordinated training. The village said it aims to continue implementing recommendations and to sustain public confidence through transparency and follow-up reporting.
No formal disciplinary actions or factual adjudications of individual officers were announced during the meeting. The village encouraged residents to review the full 21 CP report and the related internal review posted online.
