Harrison council approves development agreement for 10400 Harrison Avenue; Target announced

The Harrison City Council on Dec. 16 approved an ordinance authorizing a development agreement and a tax-increment financing (TIF) reimbursement agreement for a commercial project at 10400 Harrison Avenue, across from Kroger, and declared an emergency to expedite the agreement.
Mayor (unnamed) introduced the ordinance to authorize execution of the development agreement, a TIF reimbursement agreement, ancillary development documents and a first amendment to the school compensation agreement. Council members moved to adopt the measure and a roll-call vote recorded unanimous approval.
John Silverman, representing Midland Atlantic Development, addressed the council after the vote, thanking city leadership and staff for accelerating the approvals. "We very much appreciate it, and we look forward to a great project," Silverman said, adding, "Target's excited to be here and looking forward to opening in October." Andrew Spoor was present as the staff contact who could answer technical questions on the agreement.
