Council hears first reading of fund transfer to secure additional road salt; training and web notices planned

The Committee of the Whole on Oct. 27 heard a first reading of Resolution 2025-91, which would authorize the finance director to transfer funds between program codes to secure additional tonnage of road salt ahead of winter.
Public Works representative Mister Brown told council the transfer is a preemptive step so the village can purchase more salt and avoid shortages during inclement weather. He said current appropriations were based on the prior budget with a 10% increase to supplies and materials but that additional tonnage estimates require moving funds from contractual services. He estimated additional tonnage and related supplies in the thousands (figures cited in discussion were approximate and not formalized).
Councilmembers pressed for clarification on why funds would be moved from contractual services rather than directly from supplies and materials. Brown said prior-year budgeting conventions and required tonnage drove the decision and said the finance director consulted on the approach.
Brown said he has contacted Ohio LTAP (Local Technical Assistance Program) about a "snow and ice circuit rider" class and expects trainings in December 2025 and February 2026; he said he would schedule a December session and invite council members who want to attend. Council also requested that the village post information online about snow routes and the order in which streets will be cleared.
The committee did not vote on the resolution during this meeting; it was introduced as supplemental business and scheduled for further consideration. "This resolution is presented, in advance as a preemptive measure to get ahead of any inclement weather," Brown said in explaining the transfer.
Next steps: staff said they will provide more precise cost/tonnage figures and plan to return with the resolution for formal consideration at the next appropriate meeting.
