Council suspended the rules and received resolution 2025-R-91 for passage; roll-call votes recorded in the minutes show the motion passed with five ayes and the emergency clause was adopted to authorize prompt procurement. The resolution directs the finance director to reallocate funds between object codes within program 620 (street maintenance and repair) to cover salt purchases and associated equipment needs.
The transfer does not create a new appropriation beyond the fund; it shifts budgeted amounts between line items to allow the village to purchase additional supplies this winter. Council discussed the timing and said the administration will report back on procurement and inventory levels as needed.
