Lincoln Heights council orders review of citations by county sheriff, declares emergency

The Village of Lincoln Heights council voted on Oct. 14 to direct the village manager to ask the Hamilton County Sheriff's Office to review citations or charges associated with a recent incident and declared the resolution an emergency.

The resolution, read by title at the meeting, was the subject of public comment and council discussion. Pastor Anthony Collier told the council the congregation of Mount Pleasant Missionary Baptist Church "stand[s] in support of that resolution" so the community can receive answers about what he called the "February injustice."

During the meeting Councilmember Duron Daniels raised questions about inconsistencies between resident-submitted video and sheriff's office body-camera footage, saying the videos appear to show different police-cruiser placement. Daniels said she will submit full recordings so the record is clear.

Council moved to suspend the rules and pass the resolution; roll-call votes recorded six "aye" votes and council declared the emergency clause passed. No representative of the Hamilton County Sheriff's Office addressed the council during the meeting. The resolution directs the manager to request a review; it does not itself produce or adjudicate findings.

Next steps identified publicly during the meeting included submission of the videos by council and residents to village staff for inclusion in the review and the manager's instruction to contact the sheriff's office to request the review mandated by the resolution.
