Justin Walker of the Department of Planning told the board that planning recommends approval provided the operator prevents queuing outside, maintains controlled access, and installs hardwired security cameras. Erica Austin Buck, chief operating officer for Treadway Multi Treatment Services, described the site as a psychiatric rehabilitation program offering case management, therapy, wound care and drop‑in services. She said the location will not dispense medication on site but anticipates a psychiatric nurse practitioner will visit roughly once a month to prescribe medications as needed.
After hearing the testimony and reviewing the application materials, board members agreed the application met the conditional‑use standards when conditioned as planning recommended and voted to approve.
