Vice Chair Miller moved final action with the applicant's agreed conditions; the motion passed on a roll call 3–0–2 with two commissioners recorded as not participating.
The order directs that pavilion deliveries use the existing Parcel 9 loading and the same loading management plan established in the second‑stage Parcel 9 order and that operation hours remain aligned with the settlement agreement and noise standards enforced under D.C. law.
