Board approves $999,137.45 base contract with Diamond Engineering for Neil Administration parking-lot renovation

Dan Petch presented the planned Neil Administration Building parking-lot renovation and told the board the project will appear on the district’s 2026 project list. He said four bids were received and Diamond Engineering submitted the lowest base proposal of $999,137.45; an optional alternate to address poor soils was listed at an additional $193,515.

Petch described scope beyond paving — including storm drainage and sanitary work — and warned construction could disrupt traffic and board meeting access while the project proceeds. "We're hoping you'll see that this next month," he said when discussing the project timeline, and he recommended proceeding now to secure a contractor before companies commit to other large projects.

During action later in the meeting the board approved the recommendation to accept Diamond Engineering's base proposal and authorized including the alternate as a change order if field conditions require it. The administration said the proposal "will be funded through any available resources," and the projected completion date listed in the motion was Aug. 3, 2026. The motion to approve the award carried without further amendment.

The board did not include a specific fund name in the motion; administration said that approach preserves flexibility given other budget activity and avoids a later motion to change the funding source.
