San Angelo ISD previews bond construction, vendor bids and school-bus purchases ahead of regular meeting

Delivery method discussions: Staff said the district is exploring a Construction Manager at Risk (CMAR) delivery method for the Fannin campus with KFW Architects, arguing potential cost savings compared with sealed-bid proposals; Park Hill will present contractor scenarios and cost comparisons at the Oct. 21 meeting.
Procurement and bid recommendations: Mr. Henry presented Bid 25-015 (maintenance, transportation and miscellaneous supplies) with 95 vendors responding; the administration recommended the vendor list for a contract period of Nov. 1, 2025–Oct. 31, 2030. For data cabling and audiovisual work (24 solicitations, three responses), Power Systems Security was recommended as the primary vendor with Elite Solutions and TelPro as secondary vendors.
Vehicles and buses: Mr. Henry reported the administration recommends purchasing four new vehicles and two used vans (used vans capped at $60,000 total) under an extended bid to Jim Bass Ford, with a presented total cost of $277,606 to come from capital outlay/fund balance. Mr. Livingston presented a proposed purchase of eight yellow buses — including two upgraded travel-capable units, four 72-passenger route buses, and two special-needs-equipped buses — to support fleet turnover and comply with referenced seat-belt requirements tied to legislative changes (staff cited Senate Bill 546). Delivery for most buses was estimated for next summer (end of school year).
