Board to consider interlocal agreements for neighboring districts' buses after parent inquiry

San Angelo ISD trustees discussed an interlocal transportation agreement prompted by a parent's inquiry about buses from neighboring districts operating inside SAISD boundaries.
Board members and staff explained that state rules require interlocal agreements for a neighboring district to pick up students within SAISD boundaries. "So as everyone recalls from Friday Fax, they're for a district to bus and pick up students within our district, an interlocal agreement has to exist for them to be allowed to have their buses in our district," one presenter said.
The board discussed whether to let administration pursue agreements with neighboring districts or to default to not approving any interlocal arrangements. A presenter noted circumstances where an agreement could be mutually beneficial — for example, to access a CTE program not available in a small district — but added the board must determine that the arrangement benefits SAISD.
Trustees emphasized consistency: one board member said the district should not 'pick and choose' which districts to allow and urged a uniform policy. The board agreed to clarify legal and procedural requirements and to decide on the matter at the Nov. 17 regular meeting; staff will confirm whether the board must take an affirmative vote to approve or disapprove interlocal agreements.
No formal decision was made during the pre‑agenda meeting.
