SAN ANGELO, Texas — The San Angelo ISD Board of Trustees on Dec. 15 authorized administration to negotiate and execute a design‑build contract with E3 for districtwide HVAC replacements, controls retrofits and electrical panel upgrades.
Administration presented a base stipulated sum of $19,900,292 (including a $150,000 owner contingency) for HVAC equipment, controls and electrical work across multiple campuses, and proposed a contract amendment to add Lakeview High School scope not to exceed $1,881,150. E3 representatives described three primary scopes: HVAC system retrofits (targeting units 15 years and older), controls retrofits (building on a successful pilot at Tucker) and electrical panel upgrades at multiple sites.
Mr. Bridal moved to delegate authority to the superintendent or designee to negotiate and execute AIA Document 141 with E3 for the presented scope and dollar amounts; the motion was seconded and passed 6–0.
E3 representatives and administration told the board the district benefited from economies of scale on equipment pricing and that doing a districtwide project creates long‑term maintenance uniformity and parts standardization. The administration said coordination will exclude equipment in campuses that are later selected for closure, and the district intends to maintain a multi‑year replacement cycle after the project completes.
What’s next: Administration was authorized to complete contract negotiations and return executed documents per the delegated authority; the board approved the funding stipulation included in the motion.
