The Northern Regional Advisory Council took the following recorded actions Dec. 10, 2025 (all votes recorded as unanimous unless noted):
- Approve meeting agenda and minutes as presented (motion by Ross, seconded by Brandon). Outcome: approved unanimously (raise-of-hands vote). SEG 095–112.
- Approve Utah black-bear recommendations (create Dolores Triangle unit with 10 permits: 2 spring, 6 summer, 2 fall). Motion by Hunter Stallings; second by Brandon Zendel. Outcome: approved unanimously. SEG 952–1004.
- Refer to Wildlife Board: study allowing up to two bear tags per licensee (action-log referral). Motion and unanimous approval by the RAC. SEG 1008–1080.
- Approve predator-control incentive rule amendments (r 6 57 - 64) to clarify protected predator-harvest location data and align with code. Motion and unanimous approval. SEG 1082–1194.
- Approve cooperative-agreement rule (r 6 57 - 74) authorizing cooperative agreements to compensate landowner tolerance of big game with added verbiage requiring annual reporting for the first three years; DWR to provide policy guidance and annual program-budget reports. Motion by Ross; second by Garrett. Outcome: approved unanimously. SEG 1909–2053.
- Adjourn meeting (motion by Brandon; second by Ross). SEG 2056–2060.
