Thornton — Council adopted the City of Thornton’s 2025–2029 strategic plan after staff outlined four strategic focus areas and a set of 17 goals supported by 65 actions.
Deputy City Manager Rob Kolstad summarized the process that produced the plan, noting goal‑setting retreats and multiple council touchpoints. The plan’s four focus areas are: purposeful development, connected communities, safe and livable community, and organizational excellence. Kolstad said staff will create implementation teams, develop work plans and budgets for each action, and provide regular updates to council throughout 2026.
Councilmembers praised the plan and the staff work behind it and voted to adopt the resolution. The plan will be integrated into the 2026 budget process and the city will report progress at midyear and in a retreat scheduled for January.
