Bilingual and ESL report: district cites TELPAS gains, increased teacher certification

San Felipe-Del Rio CISD staff updated the board Monday on the bilingual and English-as-a-second-language program, reporting district demographics, assessment trends and staffing progress.
Karen Schafer said the district’s total enrollment was 9,744 students, with 2,309 identified as emergent bilinguals (23.7%). She reviewed TELPAS and STAAR performance, noting growth across listening, speaking, reading and writing proficiencies and reclassification activity: 170 students reclassified and current M1s and M2s monitored for progress. Schafer credited consistent TELPAS data talks and campus strategists for monitoring interventions.
Schafer also highlighted certification gains: certified EB teachers increased from 67 to 97, and waivers/exceptions dropped (exceptions from 56 to 42; secondary waivers from 42 to 23). Family engagement initiatives—three T3 parent sessions, ELPAC and family literacy meetings—and community partnerships with Region 13, Region 15 and Val Verde Regional Medical Center were presented as supports to improve outcomes.
Board members commended parent participation and asked how the program will proceed without a strategist; Schafer said the focus will be empowering teachers with ELPS professional development and ongoing monitoring. The report was informational; no policy vote was taken.
