Administrative Services Director presented the plan and said the CIP is a planning tool that will return to council for individual project approvals. Key items flagged for 2026 include placeholder funding for land acquisition for a possible indoor recreation amenity (a second sheet of ice or other indoor recreation facility), and demolition of former public works buildings to support Central Park expansion and ball-field improvements.
Street and utility items in the CIP include the 2026 street improvement project in the Geronami Pond area, ongoing pedestrian-safety and trail pavement programs, pond maintenance (Cormorant Pond), possible sanitary sewer upgrades on Blaine Avenue in 2027, and a potential water tower in 2028. The plan also carries an estimated $3,500,000 placeholder to remodel Fire Station No. 2, enabling day rooms and sleeping facilities to support a 24-hour/duty-crew staffing model discussed in the council's staffing study.
Council discussed timing for Central Park work and staff said major construction is likely in 2027 unless council directs otherwise. A motion to adopt the CIP passed (motion by Esler, second by Freske).
Next steps: Individual CIP projects and budgets will return to council for formal approval; staff indicated they will bring data on water treatment monitoring and report to a work session in 2026 about potential large-scale infrastructure needs.
