Council member Freske said she pulled the item for transparency because data center projects can be sensitive in the community; other council members noted the agreement is proactive and ensures any needed infrastructure analysis is funded by the developer. "This is the city taking proactive steps to understand the impacts of development has on our system," a staff member said.
A motion to approve the pre-application escrow agreement passed (motion by Freske, second by Klimpel). The agreement was described on the record as covering consultant expenses up to the deposited amount; staff said there is no application yet and no guarantee the project will proceed.
