Council considered several grant matters and capital needs during the meeting.
Engineer and grant updates: The borough engineer reported awards for park phase 2: $274,681 from the LSA grant program and $125,000 from a DCED Act 13 grant; the DCED award will cover the LSA match so the project requires no borough funding for the match.
Public Works application: Public Works requested consideration to apply for an LSA grant totaling $435,030 to purchase a new street sweeper and a Class 8 plow truck. Councilors asked for more detail on the current fleet, life expectancy of equipment, previously purchased sweepers and the intended use of proceeds from any sale of old equipment. Staff said the application had already been submitted per grant timing and that departments maintain a master equipment replacement list; council asked staff to provide the full list and asset life estimates to improve transparency before future votes.
Police vehicles: Public safety presented a resolution to apply for an LSA grant of approximately $279,688.83 to purchase and upfit four police vehicles (vehicle plus upfitting). Council approved the resolution by roll call.
Councilors emphasized the need for better premeeting communication between departments and administration so members have details (costs, equipment lists, life‑cycle data) before votes on grant applications or equipment purchases.
