Thornton council unanimously adopts resolution condemning harassment, Martinez urges Adams County treasurer to resign

Thornton City Council unanimously approved a resolution reaffirming the city's commitment to a safe, respectful workplace and condemning harassment by elected officials.

Council member Justin Martinez introduced the resolution and framed it as a broad, permanent standard for the region. Martinez said recent independent investigations and public reports "detailed behavior that is indefensible," describing "patterns of unwanted physical contact and demeaning comments" that he said no employee should endure. "I'm joining the Adams County Commissioners and calling for treasurer Villagran to resign immediately," Martinez said.

Martinez argued the issue went beyond personnel matters to one of public trust and government effectiveness, saying workplace harassment "drives away talented staff, exposes taxpayers to significant financial liability and legal risk, and destroys the moral authority we need to lead." He moved the resolution for approval and the council seconded the motion.

After brief discussion and expressions of support from colleagues, the council voted to approve the resolution unanimously.

The resolution text read in council emphasizes that "no individual, regardless of elected office or seniority, is exempt from the standards of professional conduct and respect" and directs the city to reaffirm protections for employees, partners and constituents.

Council members did not record a formal response from the treasurer or from Adams County officials during the meeting. Martinez cited an independent report released the prior week as the basis for the remarks; the report itself was not appended to the resolution in the council packet during the meeting.

The council approved the consent calendar and several ceremonial resolutions later in the evening, and the meeting proceeded to public comments and swearing-in ceremonies.
