Board to amend prior resolution to align $750,000 Paul Bruhn grant and subgrant scope

City planning staff recommended amending an earlier board resolution to ensure the city's subgrant program matches the scope of a $750,000 National Park Service Paul Bruhn Historic Revitalization grant awarded to support rehabilitation of National Register-listed structures and to advance affordable housing goals.
Planning and Development Director Kathy Selman said the original resolution (10,372 of 2024) inadvertently limited the subgrant program to local historic districts, while the actual grant application and award were broader. The amendment (Resolution R25234) would align the city's resolution with the grant guidelines and clarify that the stated target areas include the Pleasant Street and Central Avenue historic districts.
Selman said because the item is primarily housekeeping to correct the resolution’s language, staff suggested the related work session may not be necessary; formal amendment will be considered on Dec. 16.
