City to consider $125,000 extension for High Impact Movement youth program

The board moved consideration of a contract-extension with High Impact Movement from the consent agenda to the first item of new business on Dec. 16.
Deputy City Manager Lance Spicer said the city has partnered with High Impact Movement for about five to six years and presented a contract extension (Resolution R25224) in the amount of $125,000, budgeted in the 2026 annual budget. Spicer described the program as an after-school and summer enrichment program for K–12 students housed at the former Boys and Girls Club on Belding Street and said the program provides academic enrichment, workforce training and recreational opportunities.
Spicer noted turnover in the organization’s leadership and introduced Gina Rockwell as the new executive director; board chair Adkins and other supporters praised the incoming director and the program’s value. The contract extension will be considered on Dec. 16 as new business.
