Board reviews franchise renewals for carriage and pedicab operators with new safety and reporting conditions

The board reviewed proposed nonexclusive franchise extensions for two specialty transit operators and staff-recommended conditions intended to improve safety and oversight.
City Clerk Harmony Morris said the Circle Double D Carriage agreement (operator Eugene L. Dunn) would be renewed for Jan. 1–Dec. 31, 2026, with two staff additions: a requirement to promptly and sanitarily remove animal waste if deposited on the street and a records-retention requirement (leases, contracts, employment, accident or veterinary reports) along with annual financial and ridership reports due by Jan. 31 for the prior year.
Morris then described proposed renewal terms for Jason Bennett (JJ’s Pedicabs) that enlarge the operating area in some corridors and add safety and reporting requirements: separate numbering and annual inspection of each bicycle or cart, a $5 license fee for bicycles, operator ID cards issued by PD, mandatory eye protection for operators, and similar records and annual reporting. Police recommended removing a portion of Central Avenue around Oak Lawn from the pedicab operating area for safety; Morris said the pedicab agreement is redlined in the packet to show changes and that both operators had input on the proposed language and plan to attend the Dec. 16 meeting.
Both franchise items (R25229 and R25230) were presented for board action at the Dec. 16 meeting.
